it depends who the action figures are of, some characters are more popular than others. and only valuable if in the original packaging if not start with 0.99 and see what happens

They should have given her a show.

It's legal to sell figures as you bought them on ebay (right? D:) but I've heard customs are illegal. Would it be legal if;
I painted them?
I crafted new parts onto them?
I made one that imitates something from the show that they haven't made a figure out of yet?
I made something utterly ridiculous that they'd never make a figure of (for example, cyberman with a Sontaran head)
